Summary:
Dramatized history of the early 1930s in Saint Paul, Minnesota, when it had a protection system which allowed criminals free reign. Called "the O'Connor Layover System" and named after John J. O'Connor, Bureau of Police Chief from 1900 to 1912, and 1914 to 1920, it allowed criminals to visit the city if they followed three rules - they must not commit any crimes within St. Paul city limits, a cash donation to the "policeman's retirement fund" was required, and all 'visitors' had to notify the police when they were in town so the police could provide adequate protection. Alvin "Creepy" Karpis, Edna Murray 'the Kissing Bandit', the Barker boys, and John Dillinger are among those who look back on their own careers, telling how they made money the old fashioned way... by stealing it.
