When Levi Vogue, Chairmen of the Utah Board of Pardons and Parole, is found dead after being gunned down in the driveway of his home, Sam Kincaid and Lt. Kate McConnell are assigned to the case. While the investigation soon focuses on Charles Watts, an ex-convict who had a score to settle with Levi Vogue, Kincaid and McConnell are baffled when Watts' body is found in an abandoned military base. Now, Sam and Kate find themselves expanding their theory of the case, which leads them inside the walls of the Utah state prison.
